OUR DOCTORS

NWECP originated when Dr. James C. Bieber started practicing optometry in the Tremont Medical Building in 1968. Dr. Bieber, a resident of Upper Arlington since 1948, was educated in the Arlington school system and attended Miami University. He obtained his B.S. and Doctor of Optometry degrees from The Ohio State University, where he also did graduate work in physiological optics and in the care of exceptional children.

Dr. Bieber's professional experience includes three years as the optometry officer for Dyess AFB Hospital in Abilene, Texas, and twelve years as a Clinical Instructor at the Ohio State College of Optometry, teaching in the areas of general optometry, orthoptics, and visual perception. He continues to help train future optometrists by serving as a Primary Care Preceptor for OSU Optometry externs. Dr. Bieber is the author of several articles published in professional journals. His practice interests center on contact lens care, the role of vision in child development, and therapeutic treatment of anterior eye disease.

He is a member of the American, the Ohio, and the Central Ohio Optometric Associations, Phi Gamma Delta social fraternity, Epsilon Psi Epsilon professional fraternity, and Beta Sigma Kappa international optometry honorary. Other memberships include First Community Church, University & Northwest Sertoma Club, OSU Alumni Association (Life Member) and OSU Optometry Alumni Association.

Dr. Bieber and his wife Janet have been married since 1965, and they have three adult children, Brad, Lynne, and Lorraine.

Dr. Russell S. Fillmore has been associated with NWECP since July, 1996. Born and raised in Cuyahoga Falls, Ohio, he moved to Columbus in 1983. Dr. Fillmore attended The Ohio State University where he graduated with a Bachelor of Arts in Physiological Optics and a Doctor of Optometry degree in 1990. During his training, he also served an externship at the Veteran's Administration Hospital Eye Clinic in Chillicothe, Ohio.

Besides being quite qualified in full-scope eyecare, Dr. Fillmore has a special interest in pediatrics, ocular disease treatment, dry eye therapy and laser vision correction. Having had laser surgery performed on his own eyes, Dr. Fillmore has a keen insight into this exciting field of vision correction. As a doctor and patient, Dr. Fillmore would be happy to share his experience and knowledge about laser vision correction.

Dr. Fillmore immensely enjoys his profession. At the age of 14, he knew that he wanted to pursue a career in optometry. His inspiration was his family optometrist while growing up, Dr. Ben Laubach, who is in a group practice in Cuyahoga Falls, Ohio.

In his spare time, Dr. Fillmore enjoys travel, black-and-white photography, cinema, coffee shops, and book stores. He is also a charter member of The Citizen's Roundtable.

Dr. Fillmore resides in Clintonville with his wife, Monica and their wonderful sons, Miles and Harrison.

Dr. Douglas J. Bosner Dr. Douglas J. Bosner joined NWECP in April of 2005. Dr. Bosner was Born, Raised, and Trained as an Army “BRat” and as such spent most of his life moving all over the country and the world including seven years in Germany. Dr. Bosner received his Bachelor of Science from Marquette University in 1998. He then graduated from The State University College of Optometry in 2002. Following his graduation, Dr. Bosner enrolled in a one year post-doctorate, and pre-and post operative care at the Erdey Eye Group at Mount Carmel East Hospital.

Dr. Bosner is passionate about providing your family with good quality eye care. He particularly enjoys fitting all modes of contact lenses and the therapeutic treatment of all eye diseases. His experience of working in medical eye clinic, has made Dr. Bosner particularly comfortable in managing eye diseases like glaucoma, cataracts, and diabetic retinopathy. Dr. Bosner is a member of several optometric organizations, including the American, the Ohio, and the Central Ohio Optometric Associations.

Dr. Bosner lives in Upper Arlington with his wife Deborah. In his free time, he enjoys travel, reading and movies.
